Runescape and Minecraft both run on Java. That means that with virtually any computer, you'll be able to run it. If it lags, it's probably not your computer's fault, it's probably Java's language that lags you up. For example, I have 8 gigs of ram, quad core 8 processor with 2.6 ghz and intel i7, ati radeon with 2 gigs graphics card, but Minecraft still lags sometimes.
So, to answer your question, I suggest you buy any computer with lots of RAM, because Minecraft heavily depends on RAM to make your computer run smoothly. Just go to Best Buy and ask them for a 600 dollar computer with at LEAST 2 gigs of RAM.
REMEMBER. You NEED at least 2GB of RAM to run these two games smoothly. If you're really low on money, you can opt for 1GB of RAM.

Here is a decent computer that will run both of those. If you want to play RuneScape in HD with all the settings cranked up, consider upgrading the video card with that (It's under your budget, so it shouldn't be a problem). http://www.shopping.hp.com/webapp/shopping/computer_can_series.do?storeName=computer_store&category=desktops&a1=Category&v1=Everyday+computing&series_name=p6750z_series&jumpid=in_R329_prodexp/hhoslp/psg/desktops/Everyday_computing/p6750z_series
