I want to install the paimterly pack, but when i click on the minecraft file so i can get to the textures stuff, all it does is run the game. I have ver. 1.0 and it's saved as minecraft.exe if that matters

They're in this folder:
C:\Users\[user account name]\AppData\Roaming\.minecraft\ texturepacks
There's a button in the game to open this folder for you. Click 'Texture packs' and then 'Open texture pack folder'

First, go into the folder titled %appdata% from the start menu. Go into the roaming folder and then into the .minecraft folder. There is a folder inside there titled "texturepacks". Copy the zip file into there. Open Minecraft. Go into the mods and texture packs section and click on the texture pack.

What you need to do is first open up the start menu. Then search for %appdata% and click on Roaming. Open up the .minecraft folder. Once inside you should see a folder labeled texture packs. Drag the Painterly Pack folder into this folder and that should install the texture pack. Close all the windows and run minecraft.
