well if it is in your system and you log into different minecraft accounts the mods will work with any you use. if you would like to play on a different user account i would recomend right clicking the .bin and moving or copying it to a san disk or any protable harddrive. but you may also move it to a shared location on your pc so others may go there copy or move it to the .jar destination folder which might be the same on any user account and just overwriting any that is there. but i think that the whole minecraft folder is shared within user accounts. to be certain just bac kit up to another location by copying it there.
p.s i keep folders in a play on my pc for different .jars so they are like my mod packs

Email the file to yourself and access the email on your other user account and add the file to minecraft! Short and simple.

the account is not a transfer file , if you want transfer your world you need to pass the file ''' Saved '' that it's on %appdata% in .minecraft .
