For me it only took a few seconds, and i must say that i have quite an outdated PC. Only thing i would advise of you, is to make sure you have some ram (if your going to be hosting your own server, 2 GB should be plenty) and a strong CPU. When i first ran Minecraft, it ran at such a low frame rate, it was almost unplayable. I recently got an upgrade (still outdated) that lets me play the game at a good frame rate.
As for windows 7, I am not certain if it will work or not. I'm sure that there are plenty of tutorials out there, I'm running Minecraft on Ubuntu and it works good for me if it's not full screened.

The download itself is tiny, just a few seconds, but it may take a few minutes to patch the first time you play it, and it should work fine on win7

The download takes all of a minute max but usually around 10-15 seconds. It works perfectly fine with a Windows 7 laptop too

Depends on your internet speed on avarage i'd say it would take about one minute to download and yea it works with windows 7
