On minecraft.net there are two versions: Full and Alpha, also commonly known as "Creative". The Alpha is free, so yes you can play "Creative" for free. The Alpha version, however, has no mobs, less blocks, has a limited map size, and lacks many other features normal minecraft has. Alpha is just 100% pure building, so if thats what you're looking for, that is for you. You can even play multiplayer.
About downloading it... I don't know if thats possible. You can try a browser add-on to download the .jar, but I don't know if it will work properly. But you can still play it on your browser.

there is two resourses, downloading the game and clicking play offline, but first you have to go on minecraft for free, a site meant for trying minecraft before the purchase, or you can just use minecraft for free, a legal site for trying minecraft

Well you can't download it but you can play it online for free, minecraftforfree.com No there isn't a downloadable version, unless you can hack minecraft.com, and if you did get one you wouldn't be able to use your account since it's offline
