Minecraft is very processor intensive. While the graphics card does play an important role, make sure you're not getting a weak processor. A Radeon 6320 is not a very good card, as you can see from ratings and tests here: http://www.notebookcheck.net/AMD-Radeon-…
EDIT: Scroll down on that page, and you'll see popular game benchmarks. Unfortunately, Minecraft is not listed. Minecraft is really not a real test for a video card since all the game is is one large Java executable.
However, it should run Minecraft well.
If you want a laptop to play more intensive games like Skryim, Diablo 3, find one with a "dedicated video card". I would recommend any of the laptops with a GTX 600 series card. "Integrated video cards" are not meant for gaming.

If you overclock your computer cpu it might smooth things out a bit. Yes to the second part running textures does have something to do with graphics. The 6320 does have some streaming processors onboard for that. The more streaming processors( nvidia has cuda cores but more like streaming processors for the new 6 series). the better the program can resolve textures.

Your graphics card seems more than adequate to run minecraft, but most of the performance loss comes from not having enough processing power or ram. You might have to do some tweaks to get minecraft to take advantage of all your ram or enable the use of more than one core of you processor (if your processor has multi threading) but you should be fine running any texture packs you want.

Textures have everything to do with the graphics card. This card should be good. for simple games like minecraft.
